A Hopkinsville man and a Clarksville woman were charged with criminal abuse after a request to check the welfare of them and their children on Bethel Street Monday morning.
Hopkinsville Police say they were called to the area to check on a woman and child sleeping in a vehicle and found 33-year-old Brittany Oliver, who stated the children were sleeping in the house with her husband.
When officers attempted to contact her husband, 38-year-old Daniel Oliver, he reportedly would not immediately open the door because he had a warrant for failure to appear.
Police say the house did not have a working bathroom, the bathtub was full of feces, trash and feces were also found around the home, there were no beds for the children to sleep, and the children had not been bathed.
They were both arrested and charged with three counts of first-degree criminal abuse.
